London Councils HR Metrics Service

London Councils award-winning HR Metrics Service conducts a range of HR metrics surveys for the 32 London boroughs and the City of London Corporation.  The Service provides benchmarking and analysis for the data collected to enable boroughs to:

  • compare and assess their performance across a range of HR measures;
  • work collaboratively to develop and progress best practice; and
  • tackle new challenges that require data insights.

Working closely with the London Councils Workforce Planning Network and a lead Head of HR, the Service reports regularly to the London Councils Heads of HR Network and is overseen by a Governance Board that includes two London Heads of HR, the Head of the London Regional Employers Organisation and an external adviser from the Institute of Employment Studies.

The Service was the winner of the PPMA’s 2019 Excellence in People Management Best Effective Partnership Initiative Award and is currently the subject of a CIPD case study - case study on the Valuing Your Talent website. Tess Mapley, the HR Metrics Service lead has given presentations on HR Metrics at CIPD, IES and HR Metrics events, where she show-cased the work of the Service.

The Service is fully funded by annual subscriptions from the boroughs. All 33 London local authorities subscribe. Our most recent audit survey of users in boroughs gave the Service an overall satisfaction score of 92%, with 97% agreeing or agreeing strongly that they find the surveys useful.

The Service uses an online application called InfiniStats for most of the HR Metrics Surveys. This is a user-friendly online tool where councils enter their own data and can access a range of outputs including scorecards and detailed benchmarking reports that are tailor-made for each council with their own logo and colours. The HR Metrics service continually develops the surveys it delivers, responding to new needs for data collection as they arise. For example, current developments are focused on data to enable councils to benchmark their Children’s Social Worker agency workforce and monitor the effectiveness of CSW agency pay-rate caps set jointly by London boroughs in a recent Memorandum of Understanding.
