It maps out the future for social housing regulation and is predominantly focussed on consumer protection and redress. While the paper’s promised regulatory reform has been broadly well received, it does not offer a vision of what a modern social housing infrastructure should look like, nor does it address the biggest challenge in social housing; a chronic undersupply of social homes.
